Maxwell

You'll find Maxwell on quieter days, hopping along seeking the next picturesque scene to paint. On weekends he'll create sculptures using pebbles, leaves and a stick maybe that has been dropped by passing people.Yes the stick that may have been used momenterily for poking Fred upstream. Maxwell also uses litter, that people have dropped (accidentally I hope) to add to the sculptures. Bourton-on-the-Water is a very tidy village so there's never that many items he can use. He always places items into the bin, when he's finished with it ... as Maxwell likes to keep his river tidy.
